Secretary to the Government of India

Served as Secretary, Department of Economic Affairs, Ministry of Finance, Government of India from 12th July 2017 to 25th July 2019 handling major economic, financial, monetary and fiscal issues and policies;

(During this period served as member of the Central Board of the RBI, Board of SEBI and LIC. Also, represented India as Governor on the International Fund for Agriculture Development or IFAD, Alternate Governor of India for the World Bank, Alternate Governor of India for the Asian Development Bank or ADB, Alternate Governor of India for the New Development Bank or NDB and Alternate Governor of India for the Asian Infrastructure Investment Bank or AIIB. Also served as a member of and chaired the Board of National Infrastructure Investment Fund or NIIF. Represented India on G-20 and other international bilateral and multilateral forum.)

Designated as Finance Secretary, Government of India from 8^th March 2019.  

Concluded heading the Ministry of Power as Secretary.

Executive Director, World Bank

India’s Executive Director in the World Bank Group for Bangladesh, Bhutan, India and Sri Lanka from November 2014 to July 2017. 

During this period, served on the Board of Directors for the International Bank for Reconstruction & Development (IBRD), the International Development Association (IDA), collectively referred as the World Bank, the International Finance Corporation (IFC) and the Multilateral Investment Guarantee Agency (MIGA).

Headed the Finance Department as the Principal Secretary from April 2008 to December 2008; 

Served again as Principal Secretary Finance of the Government of Rajasthan from December 2013 to September 2014.

Basic Qualifications

Graduate in Commerce and Accounts (B.Com.);

Graduate in Law (Academic and Professional) (LL.B.) both from the University of Rajasthan, India. 

Professionally qualified Cost and Management Accountant from the Institute of Cost and Works Accountants of India. Topped the Intermediate Examination of the Institute in 1981); 

Professional qualified Company Secretaries from the Institute of the Companies Secretaries of India. Topped the Final Examination of the Institute.

Served as Senior Accounts Officer in Oil India Ltd. (a Government of India undertaking) from January 1983 to August 1983.

Joined the IAS in 1983 securing 4^th position in the All India Examination and was allotted to Rajasthan Cadre.
